Centrelink Scholarships

The following two scholarships are available through Centrelink.

  • Student Start-up Scholarship

  • Relocation Scholarship

Students do not need to apply for these scholarships separately. Centrelink will pay these scholarships directly to eligible customers.

Student Start-up Scholarship

Full-time students who are undertaking an approved scholarship course and receiving student income support are entitled to a Student Start-up Scholarship for each half-year of their course. The scholarship will be paid at the beginning of each semester to assist students with the up-front costs of studying, such as textbooks and specialised equipment. Students will receive the full amount of the Start-up Scholarship, even if they are not on the maximum payment rate from Centrelink.

As part of the 2013‑14 Budget the previous Government announced that the Student Start‑up Scholarship would be converted into an income‑contingent loan for new recipients of student payments in higher education from 1 January 2014. Legislation to implement this change is currently before Parliament but was not passed during the Spring sitting. Because of this, the Student Start up Scholarship will be available to new students commencing higher education study in the first semester of 2014.

Value:
In 2013, the Student Start-up Scholarship is $1025 for each six months of eligible study (a total of $2050 in 2013).

Continuing students who qualify for the scholarship will receive it with the first allowance payment they get after 24 February.

The second payment to continuing students who qualify will receive it in their first allowance payment after 24 July.

Relocation Scholarship

The Relocation Scholarship will be available to eligible dependent Youth Allowance and ABSTUDY Living Allowance customers who are enrolled full-time to assist with the cost of living away from home to study.

Value:

In 2013, the Relocation Scholarship for students whose family home is in an area classified as Inner Regional Australia, Outer Regional Australia, Remote Australia or Very Remote Australia will be:

  • $4,048 if it is the first year in which a student is required to live away from home to undertake full-time study in an approved scholarship course

  • $2,024 if it is the second or third year

  • $1,012 if it is the fourth year or subsequent year

In 2013, the Relocation Scholarship for students whose family home is in an area that is not classified as Inner Regional Australia, Outer Regional Australia, Remote Australia or Very Remote Australia will be:

  • $4,048 if it is the first year in which a student is required to live away from home to undertake full-time study in an approved scholarship course

  • $1,012 in any subsequent years

Each of these amounts is indexed by the Consumer Price Index from 1 January each year.

Continuing students who qualify for a Relocation Scholarship should receive their scholarship with the first payment they receive after 24 February in the study year.

These scholarships replace the previous Commonwealth Education Costs Scholarship (CECS) and Commonwealth Accommodation Scholarship (CAS). Students who are already in receipt of these Commonwealth Scholarships will continue to receive their payments through universities under current arrangements until the maximum scholarship entitlements are consumed.

IMPORTANT - Please note:

  • If you receive a Commonwealth Education Costs Scholarship (in any category), you will not be eligible for the Student Start-up Scholarship. If you received both scholarships, you will be required to repay the Student Start-up Scholarship.

  • If you receive a Commonwealth Accommodation Scholarship (in any category), you will not be eligible for the Relocation Scholarship. If you receive both scholarships, you will be required to repay the Relocation Scholarship.

  • If you are a Youth Allowance, Austudy, or ABSTUDY Living Allowance customer and are in receipt of Commonwealth Education Costs Scholarship and/or Commonwealth Accommodation Scholarship, you must notify Centrelink.
